SAFE Team Makes Arrest of Sex Offender RIVERSIDE, CALIFORNIA, March 18, 2008: On March 17, 2008, members of the Riverside County SAFE Task Force, housed at the Moreno Valley Police Department, received information from station investigators regarding a missing 15 year old female juvenile. The juvenile was reported as a missing person from Aurora, Illinois on December 7, 2007. Law enforcement officials in Illinois learned the juvenile had been brought to the City of Moreno Valley by a wanted, convicted sex registrant, identified as Darryl Eugene Kelley (42 years) of Aurora Illinois. Members of the SAFE Task Force assumed the investigation due to the suspect being identified as a mandated sex registrant per Section 290 of the California Penal Code. It was also learned that Kelly had previously been convicted of Forcible Rape (261 PC) in 1994, in Illinois. Members of the SAFE Task Force were able to identify the location where the juvenile was living with Kelly as being in the 15000 block of Wedow Drive, in Moreno Valley. Members of the Task Force, along with officers from the Moreno Valley Police Department responded to the residence and located Darryl Kelly and the missing female juvenile. Darryl Kelly was initially taken into custody on outstanding felony warrants for Failing to Register as a Sex Offender in both Riverside County and the State of Illinois. During the lengthy investigation, the female juvenile disclosed to members of the SAFE Task Force that she had been having a sexual relationship with Kelly while in the City of Moreno Valley, over a two month period. Due to the disclosure by the victim, additional charges were filed against Darryl Kelly, including Lewd Acts With a Child 14 or 15 Years of Age (288(c)(1) PC) and Unlawful Sexual Intercourse With a Minor (261.5(d) PC). Darryl Kelly was booked into the Robert Presley Detention Center on the previously mentioned warrants and sex crimes charges. The victim was placed into protective custody. The Riverside County S.A.F.E. Task Force is a multi-agency task force comprised of personnel from the Office of the Sheriff, District Attorney, Corona and Banning Police Departments, Riverside County Probation Department, the California Department of Justice and the California Department of Corrections and Rehabilitation. |
